SELECT and SJIB renew electrician training warning

SELECT and SJIB have renewed warnings over electrical training shortcuts. The Scottish bodies say qualifications alone cannot establish occupational competence without structured learning and supervised workplace experience.

SELECT and the Scottish Joint Industry Board have renewed their warning about training providers offering short courses as fast-track routes into electrical installation, arguing that classroom qualifications cannot substitute for supervised workplace experience and demonstrated occupational competence.

The organisations are directing prospective entrants, including adults retraining for a new career, towards industry-approved routes that combine structured technical education with practical site experience. Their concern centres on training offers suggesting that several weeks of classroom study or a collection of individual certificates is sufficient to become a competent electrician.

Electrical installation requires knowledge to be applied across live working environments where installations, equipment, building conditions, and faults do not arrive as controlled classroom exercises. Circuit design, protective measures, isolation, earthing, inspection, testing, fault diagnosis, certification, and judgement all have to be integrated into safe working practice.

Sharon Miller, Managing Director of SELECT, said: “Electrical installation is highly skilled, safety-critical work. It simply isn’t possible to replicate in a matter of weeks the combination of technical knowledge, practical ability and workplace experience that is developed through a proper electrical installation apprenticeship.”

Scotland’s established training route is managed through the Scottish Electrical Charitable Training Trust, which oversees the Modern Apprenticeship in Electrical Installation. The programme takes around four years and combines college-based learning with extensive supervised workplace experience before final competence assessment.

Apprentices develop practical evidence while employed and working alongside experienced electrical personnel, allowing theoretical knowledge to be applied across different installations and site conditions. The progression is deliberately broader than passing a sequence of stand-alone examinations because occupational competence depends on repeated performance across real work.

The route culminates in the Final Integrated Competence Assessment, or FICA, for eligible apprentices and adult trainees. The assessment is intended to establish whether knowledge and practical capability can be integrated at the standard expected for recognition by the SJIB.

Adult entrants are not excluded from that model. Scotland operates an adult training route in which relevant workplace activity remains part of competence development, so retraining does not require an experienced worker to follow precisely the same employment path as a school leaver while still preserving practical assessment.

Catherine Gillon, Secretary of the SJIB, said: “Qualifications are obviously an important part of becoming an electrician, but qualifications alone do not demonstrate occupational competence.”

The difference between qualification and competence is central to the warning. A certificate can demonstrate successful completion of a defined course or assessment, but the scope of that award may be narrower than the knowledge, practical evidence, and judgement required for occupational recognition.

Short electrical courses have legitimate uses when their entry requirements and purpose are clear. Qualified electricians routinely undertake condensed programmes covering regulatory updates, inspection, testing, electric vehicle charging, specialist equipment, or other defined subjects as continuing professional development.

SELECT itself offers short technical programmes for experienced electricians, including training tied to BS 7671 and specialist installation subjects. Those courses build on an existing occupational base; they are not presented as replacements for the underlying route into the trade.

The Electrotechnical Skills Partnership’s Rogue Trainers campaign addresses the same distinction. It warns learners to examine what a training package actually qualifies them to do and whether individual awards are being marketed as if, when bundled together, they amount to occupational competence.

Inspection and testing provides a useful example because specialist qualifications may assume that candidates already possess substantial electrical knowledge and practical experience. Passing an assessment aimed at an experienced electrician cannot retrospectively provide the site experience on which the course assumes the learner can draw.

The issue is becoming more consequential as electrical installation expands into technologies associated with electrification. Electric vehicle chargers, photovoltaic generation, battery storage, heat pumps, smart controls, and energy-management equipment are adding new systems to installations without removing the need for fundamental competence in protection, earthing, isolation, testing, and circuit design.

New equipment increases the requirement for continuing training after qualification as well. Amendments to BS 7671, changing product standards, power electronics, communications, manufacturer requirements, and emerging installation practices mean experienced electricians have to update their knowledge throughout their careers.

That continuing education is structurally different from compressing entry training. A one-day course can efficiently add a defined area of knowledge to an established electrician because the learner already brings years of underlying training and experience to the subject.

The wider electricity industry faces a similar skills problem at larger scale. SSEN Transmission is planning a £150 million high-voltage training centre at Thainstone to support employees and contractors working across an expanding transmission asset base.

Transmission engineering and electrical installation involve different authorisations and equipment, but both demonstrate the difficulty of turning recruitment numbers into competent technical capacity. Networks, contractors, and equipment suppliers can recruit more people relatively quickly; developing the knowledge, supervised experience, and assessed capability required for safety-critical work takes considerably longer.

Skills shortages create an obvious commercial market for organisations promising faster entry. The electrical sector also has genuine opportunities as grid investment, building electrification, distributed generation, charging infrastructure, and storage increase workloads, making the attraction of rapid qualification understandable.

The risk appears when course marketing compresses the definition of competence rather than the administration surrounding training. Electrical work remains subject to the same physical consequences whether an installer reached the job through four years of supervised development or several weeks in a classroom.

SELECT and SJIB are therefore urging prospective trainees to examine the precise outcome of a course before spending money and to check recognised training routes through SECTT and industry guidance. A short course can add a skill or update existing knowledge; it cannot manufacture the breadth of occupational experience that the course itself assumes is already there.
