RWE and Masdar have signed a memorandum of understanding to assess joint participation in Germany’s 2027 offshore wind auctions, attaching an indicative investment value of more than €3 billion to the potential cooperation. The agreement extends an existing offshore wind partnership that already covers major projects in Britain.
The companies have not committed to bid for a particular German site, making the MoU an exploratory commercial step rather than a project award. The 2027 auction programme will nevertheless carry greater weight after six offshore areas originally intended for 2026 were moved into the following year’s tender round.
RWE and Masdar jointly operate or develop around 3.6GW of offshore wind capacity in the UK. Their relationship includes London Array and the 3GW Dogger Bank South East and West projects, giving the companies an established development and ownership structure as they consider German opportunities.
Dr Markus Krebber, Chief Executive Officer of RWE AG, said: “Germany offers significant potential, and strong partnerships will be essential to turn that potential into future clean energy projects.” The statement accompanies a market in which access to seabed areas is only one part of the development equation.
Germany’s Federal Network Agency moved areas N-10.1, N-10.2, N-12.4, N-12.5, N-13.1, and N-13.2 from 2026 into the 2027 auction year. The regulator has said the change does not alter Germany’s statutory offshore wind expansion objectives.
Those targets call for at least 30GW of offshore wind by 2030, 40GW by 2035, and 70GW by 2045. Meeting them requires generation projects to advance alongside offshore transmission connections, onshore reinforcement, equipment production, port capacity, and marine installation resources.
Prospective bidders therefore have to evaluate considerably more than seabed rights. Turbine availability, foundation design, cable procurement, offshore substations, export connections, installation vessels, financing costs, power-price exposure, and construction schedules all affect the value of an auction site before a final investment decision is reached.
Recent European offshore projects have also faced higher financing and equipment costs than many schemes assumed during their early development. Larger turbines reduce the number of foundations required for a given project capacity, but they also increase component dimensions, lifting requirements, port demands, and the consequences of delays in the manufacturing programme.
RWE brings an extensive German generation business and offshore development portfolio, while Masdar has built international renewable investments across several markets. Their existing partnership reduces some of the organisational work involved in establishing a new consortium, although each German auction site will still require its own technical, commercial, and financing case.
Grid timing will be one of the more important variables. Offshore projects cannot deliver electricity commercially until the associated transmission infrastructure is available, leaving developers exposed when generation construction and grid programmes move on different schedules. German law places considerable emphasis on coordinating offshore capacity with connections, but execution remains dependent on manufacturing and construction lead times.
Revenue structure will be equally important. Developers must decide how much production can be supported through long-term power purchase agreements or other hedging arrangements and how much remains exposed to market prices. Those assumptions affect the level of debt a project can support and the returns required by equity investors.
The six postponed areas give prospective bidders more time to evaluate those conditions before committing to auction positions. They also increase the concentration of potential offshore capacity being considered in a single year, creating additional competition for engineering resources if several successful projects proceed on similar schedules.
The RWE-Masdar MoU was signed within a wider package of German-UAE energy cooperation, but any offshore wind development will depend on later decisions tied to specific sites. The next material step will be confirmation that the partners intend to enter one or more 2027 tenders.
Only then will the indicative €3 billion-plus cooperation translate into a defined development programme. Auction terms, grid connection dates, equipment availability, financing conditions, and expected power revenues will determine whether the partnership moves from strategic intent into another large European offshore construction project.
