Elexon has opened consultation on the allocation of a new Grid Supply Point at Haw Lane, Saunderton, following notification of the connection’s registration under the Balancing and Settlement Code. The new point carries the identifier GSP HALS-1. The National Electricity Transmission System Operator has proposed allocating it to UK Power Networks’ Eastern Power Networks GSP Group, identified within settlement arrangements as the _A Group.

Market participants have until 17:00 on 28 August to respond. The consultation forms part of the process used when a transmission-to-distribution interface is registered and must be placed within the correct settlement geography. It is an administrative step rather than a construction announcement, but the allocation determines how electricity passing through the new connection will be represented within national balancing and settlement arrangements.

A Grid Supply Point is the interface at which electricity passes from the transmission system into a distribution system. Multiple GSPs are grouped geographically for settlement purposes, creating the GSP Groups used in supplier-volume allocation and related Balancing and Settlement Code processes. Correct registration is therefore necessary if metered energy entering a distribution area is to be reconciled consistently with supplier volumes and other settlement data.

The proposed allocation would place Haw Lane within the Eastern Power Networks area operated by UK Power Networks. That classification is tied to physical power flows because the settlement system has to reconcile energy entering the distribution network with the quantities assigned to suppliers and consumers within the relevant group. An incorrect grouping would create consequences beyond a naming error, introducing the wrong network boundary into the data used for settlement.

Registration is governed through BSC Procedure 25, which covers Transmission System Boundary Points, Grid Supply Points, GSP Groups, and Distribution Systems Connection Points. The procedure defines the data exchanges and responsibilities involved when points are registered, deregistered, or allocated. Consultation gives affected distribution businesses, suppliers, and other BSC parties an opportunity to challenge the proposed grouping before the registration becomes part of the enduring settlement structure.

The Haw Lane case illustrates the less visible work that accompanies changes at transmission and distribution boundaries. Electrical infrastructure is usually described through transformers, cables, switchgear, protection, and connection dates, but the resulting flows also have to be represented correctly in central market systems. Metering identifiers, standing data, settlement relationships, and network-group allocation therefore sit alongside physical commissioning as part of bringing a new interface into operation.

GSP Groups exist because settlement cannot treat every consumption point as an isolated interface with the transmission system. The grouping structure provides a defined geographic framework within which metered energy, supplier volumes, distribution data, and correction processes can be reconciled. A newly registered GSP has to be incorporated into that structure before its flows can be handled on the same basis as established transmission-to-distribution interfaces.

The process is deliberately consultative. The NETSO can propose the appropriate group based on network topology and the connection being registered, but BSC parties are given an opportunity to respond before the allocation is finalised. That creates a route for distribution operators and market participants to identify circumstances that may not be obvious from standing registration data alone and helps keep the settlement model aligned with the physical network.

The allocation itself does not alter the physical route of power or determine the capacity of the connection. Its purpose is to make the settlement model reflect the network arrangement that already exists or is being registered. Keeping those two functions separate matters: engineering defines how electricity can flow, while BSC registration defines how those flows are identified and accounted for commercially.

For Saunderton, the proposal itself is straightforward: GSP HALS-1 would join the _A Eastern Power Networks group. The technical importance of the point will depend on the underlying connection and the flows it eventually carries, but the settlement requirement is the same regardless of scale. Britain’s power system is adding more generation, storage, demand, and new connections at network boundaries, increasing the number of occasions on which physical changes have to be mirrored accurately in market systems.

Elexon’s consultation closes on 28 August, after which responses can be considered through the BSC registration process. The item is narrow compared with a major substation or transmission contract, but it captures a basic discipline of power-system operation: a connection has to exist both electrically and administratively. Its identity, metering relationships, and settlement treatment must be defined with the same precision as the hardware carrying the power.
