National Grid Electricity Distribution has opened procurement for a three-year framework covering six groups of substation compound equipment for sites across the Midlands, South West England and South Wales.
The utility is seeking suppliers for arc suppression coils, neutral earthing resistors, neutral earthing reactors, cable boxes and mono blocs, substation earthing materials and bund-water control equipment. The framework is scheduled to run from 1 July 2027 until 1 July 2030.
The procurement notice was published on 15 September, with supplier expressions of interest due by 30 November. NGED currently expects to publish the tender notice on 23 November and award contracts in June 2027, leaving a short mobilisation period before the framework begins.
Dividing the procurement into six lots allows suppliers to compete around individual equipment specialisms rather than requiring one organisation to cover a complete substation package. The products share a common operating environment, but their functions range from fault-current control and earthing through to cable interfaces and environmental protection.
Arc suppression coils form the first lot and will be supplied against NGED Engineering Specification EE56. The equipment is used in network earthing arrangements to control earth-fault current by offsetting part of the capacitive current that flows during a phase-to-earth fault.
Neutral earthing resistors are covered by the second lot under specification EE123, while neutral earthing reactors form the third under EE9. Both influence how fault current behaves in an earthed network, but their electrical characteristics differ and have to match the protection and operating philosophy of the system in which they are installed.
The fourth lot covers cable boxes and mono blocs. These components form interfaces between cables and electrical equipment, meaning insulation performance, mechanical integrity, termination arrangements and compatibility with the surrounding apparatus are central to their specification.
Substation earthing materials comprise the fifth lot. NGED lists potential requirements including deep earthing systems, exothermic jointing equipment, earthing tape and fittings and earth rods, supplied against Engineering Specification EE132.
Earthing infrastructure is fundamental to safe substation operation because it provides a controlled route for fault current and limits hazardous touch and step voltages. Its effectiveness depends on both the electrical design and the physical characteristics of the site, including soil resistivity and the arrangement of buried conductors.
The sixth lot covers bund-water control equipment to specification EE100. Bunds around oil-filled electrical equipment provide secondary containment if insulating oil leaks, but rainfall and other water entering the containment area still have to be managed without undermining its ability to retain pollutants.
The framework consequently reaches beyond primary electrical plant into equipment required for safe and compliant operation of substation compounds. Transformers and switchgear attract most attention in grid investment programmes, but their operation depends on a wider set of protection, earthing, cable and environmental systems being available in compatible specifications.
NGED intends to use the framework across sites in the Midlands, South West and South Wales. Its four distribution licence areas contain a large and varied installed asset base, ranging from low-voltage equipment through to higher-voltage substations interfacing with the transmission system.
That scale makes repeat procurement important. Equipment such as earthing materials or cable boxes may have a relatively low unit value compared with a primary transformer, but delays in obtaining correctly specified components can still interrupt maintenance, reinforcement and new-connection programmes.
The framework period will also overlap a change in the distribution investment cycle. Network operators are preparing for increasing electricity demand from electric vehicles, heat, industry, renewable generation, storage and other new connections while continuing to replace ageing equipment already in service.
Substations must therefore be modified for new operating conditions as well as maintained against historic design requirements. Changes in connected load, generation or network topology can affect prospective fault levels and protection arrangements, giving apparently routine earthing and control equipment a direct role in wider reinforcement work.
Longer-term frameworks can reduce some of the procurement friction associated with that workload. Once suppliers and products have been qualified against the required engineering specifications, call-off orders can be placed without repeating a complete procurement exercise for each individual site.
They can also improve demand visibility for manufacturers and distributors, although the current notice does not state an overall contract value. Actual volumes will depend on the equipment NGED requires across maintenance, replacement, reinforcement and connection programmes during the three-year period.
The procurement is being run under the utilities regime using a competitive flexible procedure and is classified as above threshold. Detailed engineering specifications will be issued through the tender process, giving suppliers the technical requirements against which compliant products will be assessed.
The next formal milestone is publication of the planned tender notice in November. Contract awards are scheduled for 22 June 2027, with the framework beginning the following month and establishing a new supply route for six less visible but operationally essential parts of NGED’s substation estate.
